Despite the ongoing war, Ukraine continues to offer significant long-term opportunities for Swedish companies. Reconstruction needs, digitalisation, infrastructure modernisation, energy resilience, and closer integration with the European Union are creating opportunities across multiple sectors.
At the same time, companies report a highly challenging operating environment. Security risks, infrastructure disruption, labour shortages, regulatory complexity, and logistics constraints continue to affect competitiveness and business planning.
Cooperation between Sweden and Ukraine remains strong within sectors such as energy, infrastructure, healthcare, logistics, industrial equipment, and professional services. Ukraine’s reconstruction efforts, digital transformation, and economic modernisation continue to create opportunities for Swedish companies offering innovative and sustainable solutions.
Competitiveness in Ukraine is closely linked to cost efficiency, staff development, brand awareness, and partnerships. The Swedish brand continues to be associated with quality, reliability, transparency, and long-term commitment.
Ukraine is increasingly regarded as a market with strong long-term potential, supported by digital capabilities, resilient businesses, and growing reconstruction opportunities. However, companies continue to point to infrastructure constraints, labour shortages, and regulatory challenges as ongoing obstacles.

ABOUT THE SURVEY
To assess the opportunities and challenges faced by Swedish companies in international markets, Team Sweden conducts annual Business Climate Surveys across multiple markets worldwide. This year’s survey in Ukraine includes responses from 36 Swedish companies operating in the country. Industrial companies represent a significant share of respondents, while consumer and professional services companies also make up a considerable share. The majority of respondents have been active in Ukraine for many years and maintain a long-term presence in the market.
