OFFSHORE WIND PROJECT IN VIETNAM AND EXTENSIVE SUPPLY CHAIN DEVELOPMENT​

 

WHAT
  • Vietnam’s most noticeable offshore wind project is now taking shape through a Joint Development Agreement (JDA) between Copenhagen Infrastructure Partners (CIP – via Copenhagen Offshore Partners) and PetroVietnam. It is one of Vietnam’s first offshore wind initiatives and expected to lay a foundation for a broader domestic supply chain. Signed in August 2025, the JDA aims to co-develop a project in Vietnam's south‑central region, pending regulatory approvals. 

 

 

 

HOW 

Vietnam’s offshore wind sector is moving from policy design toward early execution, supported by clearer regulations, pricing mechanisms, emerging pilot projects, and growing domestic supply-chain capacity. Key enablers include Decree No. 58/2025/ND-CP, updates to PDP 8, MOIT’s offshore wind tariff ceilings, and the issuance of national technical standards. Together, these developments create increasingly favorable conditions for Swedish companies to engage across manufacturing, system integration, and advisory services as Vietnam targets first project implementation from 2026.

The World Bank (July 2025) reaffirmed Vietnam’s strong offshore wind potential, estimating 6–17 GW by 2030–2035 and up to 139 GW by 2050, while emphasizing regulatory clarity, private-sector leadership, and bankable financing. Revisions to PDP 8 in April 2025 raised the offshore wind target to 17.03 GW by 2035. Decree 58 further improved bankability by allowing up to 95% foreign ownership via joint ventures, clarifying licensing requirements, and easing investment constraints, while MOIT’s 2025 tariff ceilings (USD 0.12–0.15/kWh) provide an initial commercial framework.

In parallel, Vietnam is localizing its offshore wind supply chain. The issuance of 20 national offshore wind standards and PTSC’s successful delivery of foundations and offshore substations for projects in Taiwan and Europe demonstrate growing industrial readiness.
